1. INTRODUCTION China has experienced remarkable economic growth since reforms and opening up. However, along with rapid economic growth and enhanced living standard also comes a greater disparity among people. Therefore, stimulating the growth of impoverished regions and mitigating the disparities between rural and urban areas and among different regions have become major policy goals for the Chinese government. Since the 1980s, the government has implemented a variety of poverty reduction programs to help the poor meet their basic needs. Among them are the direct fiscal grant for poverty relief, cash for work programs and poverty loans (Zhang Lei 2007). These programs have generally targeted poor communities such as those in western and the central regions of China.
